New Laws Take Effect July First


It's not a major holiday like New Years Day.... but July first is a big day for Illinois residents.

A host of new laws take effect.

Drivers refusing a drug or alcohol test after crashing their car will lose their license.

"We've realized you know what damage it causes, what a serious crime it is and how it can take a life."

The Secretary of State will automatically revoke drivers licenses if a driver is involved in a crash... is drunk... and someone has to be taken to the hospital.

States Attorney Joe Bruscato says the law clears up a common myth.

"When you accept an Illinois drivers license you have given implied consent which means that you have no right to refuse to give a test of your blood, breath or urine."

Shoppers at the Machensey Park Mall will pay a little more. The Village's sales tax increases by one percentage point at the stores. Community Development Director Karen Lemmons says they want to improve the mall.

"Bring it back to life hopefully, we're excited about the the improvements that have been made so far and with that one percent sales tax will be able to build a new road into the mall."

The Village was created when the mall was built in the eighties. Lemmons says they plan on building gardens, walking paths, and ponds with the money as well.

And Illinois will now require anti-freeze to have a sour ingredient added to it. The chemical tastes sweet naturally. The state poison control center says making it taste bad will help stop accidental poisonings and suicide attempts.

New laws aren't the only things to go into effect tonight at midnight, the state's next fiscal year starts, and the Governor is expected to sign the budget.

High school yearbook causes sex crime controversy | San Jose ...

The high school yearbook of a California high school is gaining attention not for the memories it has captured, but for controversy surrounding an alleged photo of child pornography. Students and faculty were surprised and some were upset when school administrators brazenly asked for the return of school yearbooks because of the alleged sex offense depiction.

Under federal law, child pornography is the "visual depiction of a person under the age of 18 engaged in sexually explicit conduct." On page 85 of the Big Bear High School yearbook is a photo that allegedly shows a 17-year-old boy's hand under the shirt of a 15-year-old girl. Last week the school began to recall issued yearbooks and replaced the page with the allegedly illegal image with a replacement page. The school also offered a reimbursement to students who returned their yearbooks.

One Big Bear High School student said he did not even notice the picture until he received a text telling him to check it out. The student and his father felt the school administrators used a harsh tone when they asked students to return the yearbooks. The student says students were threatened with the charge of a felony if they did not return their yearbooks. The father who is also one of the school's football coaches said other students were upset by the threats too.

A spokesperson for the local Sheriff's office said the couple in the photo probably did not know their photograph was being taken. The spokesperson also said the photo was not noticed until after the yearbook was printed and was simply overlooked.
